Programme and Project Management
The Programme or Project Manager leads The Delivery team and is responsible from the very start of a programme / project for the delivery strategy, schedule and milestones, cost forecast, risk assessment and controlling risk provision.
The Programme Manager is accountable for leading and managing a programme from initiation to successful delivery, through effective coordination of projects and / or activities [or schemes or small works], their interdependencies and risks.
The role provides an ongoing ‘health check’ of the programme by reassessing whether its projects or activities [or schemes / small works] continue to meet the objectives, use of funds and resources efficiently, and are on course to realise the agreed benefits.
The Project Manager is given authority to run a project on a day-to-day basis, within agreed constraints and authorities. There is only one Project Manager for a project.
Lead by Director Tylaar Haran WPA have provided Programme Management into TfL since 2004, developing Delivery Strategies and delivering them successfully within time and budget.
Delivery Management
Delivery Programme Management Services provided through WPA have included: -
Building the team (deploying technical competencies in project management, project engineering, planning, risk management, commercial management, construction management and H&S management and administering programmes through multiple management methodologies.
Managing The Team: Project Managers, Construction Managers, Project Engineers, H&S Engineers, Commercial Staff, Interfacing with Financial Staff & Legals, Managing External Consultants and Professionals (including architects legal teams and specialist structural/blast engineers), external constructionvcontractors.
Overseeing Design; Formatting and producing technical specifications, Identifying and procuring suitably competent designers (for client direct contracts), Identifying technical and stat compliance issues, Reviewing engineering oversight of technical appraisals of products under development
Overseeing Technical Assurance/Compliance: Deriving and articulating assurance strategies in relation to the risk parameters (technical commercial etc), most recently for the advertising contract at Crossrail, Ensuring the assurance approach maps to the scale of the risk, Setting up a Governance structures for PM compliance and overseeing routine gates
Developing and Implementing the Planning Approach
Integrating the programme wide approach in Primavera P6E (for resource planning and claims management purposes)
Undertaking periodic programme reviews to deduce progress and assess risk remaining periodically
Developing and Deploying the Communication/Information Management Approach under BS1192 including:-
Information management, Livelink: setting up databases, TfL Pathway: setting up PPMP, Microstation/Project Wise: setting up a CDE (common data environment), Altris: securing access to all legacy information assets, Producing PCIP Packs (to underpin the WI (works Information)
Setting Up the Contract Management Approach; Configuring A-Site for, Information management, CAMS (contract administration), EB: securing access and configuring the Crossrail database so that PITTA could plug into it
Overseeing Cost Engineering:-
Producing resource plans and value forecasts for resource, Producing (value of work done) vowd forecasts for approaches defined in the delivery strategy, Producing periodic vowd and (cost of work done) cowd forecasts, Producing a programme level risk management plan in pathway and producing quantified and qualitative risk analyses in arm, Managing the production of project level risk registers, Producing (earned value) ev analyses as and when required
Overseeing Procurement approaches
Drafting high level procurement approaches, Producing Bid Evaluation Criteria for Procurements, Outlining contractual strategies, Overseeing the drafting of NEC info, Overseeing Production Works Information, Producing Site Information, Reviewing Business cases provided by others (and their technical and resource/risk management plans), Overseeing commercial meetings and co-ordinating/reviewing contractual responses under NEC III, Drafting funding/ papers and the like as necessary, Co-ordinating with suppliers to produce presentations updates and the like for, Commercial Boards and the like, Producing cost plans and technical content for funding papers, Producing resource and risk plans
